Historical Context
Before its municipal (paid) fire department, Baltimore had a volunteer fire department. That fire department proved to be a failure. As volunteer firemen became boisterous, the public began to detest the arrogant firefighters. Baltimore followed suit with other American cities and established a municipal fire department. The municipal fire department was tested in the Clay Street Fire of 1873, a blaze smaller than the Great Baltimore Fire of 1904.
